To start, ensure you're playing as Male V with the Male V Voice and Body Type, as these are prerequisites for romancing Panam. Once you're set, dive into Act 2, and follow the missions outlined below to build your relationship with her.
Complete Ghost Town
The Ghost Town mission becomes available after completing the Playing for Time quest at the start of Act 2. In this mission, you'll meet Johnny Silverhand's former lover, Rogue Amendiares, who directs you to Panam Palmer, a Nomad. Although your initial meeting with Panam might be rocky, helping her can pave the way for a deeper connection. Begin by agreeing to help Panam retrieve her car from the Raffen at Rocky Ridge. Whether you choose stealth or a direct approach doesn't matter; what's crucial is your response when Panam seeks your help in seeking revenge against Nash. Opt for the dialogue: "OK. So where's this hideout?" This leads to a confrontation at the Raffen Shiv hideout. After the mission, when celebrating at the Sunset Motel, choose to toast with Panam by selecting either "[Drink] To your ride!" or "[Drink] To what's ahead!" Head to the Aldecaldos Camp promptly after starting Riders of the Storm to rescue Saul from the Wraiths. After escaping the compound, mediate an argument between Panam and Saul with: "Let's take it easy – you're both tired," or "Shitty idea, Panam's right." This leads to a flirtatious moment with Panam. Select: "Pleased with your stay, ma'am?", "You'd be more comfortable with your shoes off, ma'am," and "[Touch Panam's thigh] Got a few ideas." Although Panam rejects your advances initially, the next morning, stop her and say: "[Stop Panam] Wait. About last night…" This results in a kiss, marking progress in your relationship.
Complete With a Little Help from My Friends
After a few in-game days, Panam will call you back to the Aldecaldos Camp for With a Little Help from My Friends. Agree to help her with: "OK, I'm in," and choose to ride with her: "I'm riding with you." At the trainyard, during your conversation at the top of the tower, select: "[Stand by window] Missed you," "So let's start," "Great plan. What went wrong?", "So far, so good," "Why's it different with me?", and "[Touch Panam's hand] Next time, try following that impulse." This deepens your bond. Later, at the campfire, select: "[Scooch closer] Gotten kinda cold" to further your relationship.
Complete Queen of the Highway
After With a Little Help from My Friends, wait an in-game day and then return to the Aldecaldos Camp when Panam calls. Enter the Basilisk with her and flirt by saying: "Nice and cozy in here." After the Basilisk battle, choose: "[Let Panam touch you] Oh, yeah. Let's go," leading to a romantic scene. Back at the camp, select: "[Drink] Listen, what happened in the Basilisk…", "I'd love to.
